Accident or Not?

Someone I know was coming out of a road in the night onto a highway. They stopped and let several cars go by so that they could safely turn onto the highway. There was a curve in the highway right before the road they were coming from. They looked and saw no cars coming. They pulled out and about three quarters of the way into the turn a car comes around the curve. The car coming around the curve on the highway slams on the brakes and so does the car pulling out. No car got hit at all and no damage was done (except both drivers got scared) because the car stopped about 5 feet from the other car. No other vehicles were in the vicinity. Is this an accident and was it necessary to exchange insurance info?
